Yes, both of the ride and left sides of the mantel open up to reveal storage.
The top section of the fireplace mantel also slides open to reveal storage as well for a slim cable control box unit to go inside.

Unfortunately this fireplace cannot be ordered with glass stones, it only comes with the log bed.

Can a TV be placed on top?

Yes, you can place a TV on top but I would recommend anchoring the mantel cabinet to the studs behind the wall so that it does not tip over.
